Transition from SVP to Atamis Procurement Platform

In Autumn 2025, NHS LPP made the strategic decision to transition from the Social Value Portal to the Atamis platform, the national procurement system adopted across the NHS, as the main repository for Social Value commitments. This was in light of the changes in the new PPN 002 requirements. Please bookmark this web page to access relevant updates as they occur on the migration progress.

FEBRUARY 2026

We have successfully extracted social value commitments for live contracts being managed through the Social Value Portal (SVP) and have uploaded these against contracts on Atamis under the ‘Performance and Issues’ tab on Atamis.

We have produced technical guidance which provides instructions on the end-to-end process of using Atamis for social value, including contract management and reporting, which is available here: Atamis social value guidance.

Our contract with the Social Value Portal has now ended, meaning that members can no longer access the data stored there directly. All data has been successfully extracted from the platform, including bid related data, as well as delivery data, which we have stored internally if you need to access it. 

Outstanding contracts

  • Unawarded contracts on Atamis

We were only able to bulk migrate social value KPIs for contracts which were awarded and live on both SVP and on Atamis. If you have a contract which is in delivery, but has not been awarded on Atamis, then we cannot yet upload the KPIs. Please contact the Sustainability and Social Value team if you have a contract which was being monitored on SVP and which has now been moved to a contract on Atamis. Our SSV team will be able to support you to upload the KPIs on Atamis.

  • Unawarded contracts on the SVP

If you had a project which had not been awarded on the SVP, it was not included in the bulk migration. To upload the successful supplier’s commitments onto Atamis, you will need to provide us with a reference for the contract on Atamis, as well as details of the winning bidder. If the project has not been awarded on Atamis and you require support with this, please contact us to let us know.

How the KPI reporting will work on Atamis

Each commitment gets a unique Contract KPI Ref for each quarterly reporting period. Each period shows the supplier’s full target value for the commitment, but suppliers are only expected to submit what they have delivered for that quarter. Suppliers will get an automatic email to submit their data when each reporting period opens.

Atamis has a 90-day delay on the current KPI reporting period, meaning there will be a 90-day delay on all contract’s social value delivery reporting updates. Migrated data included all data up to 1 December 2025. The next reporting period open to suppliers will be from 1 April 2026. The required reporting data from supplier’s will be for the previous reporting period (Q4 25-26), which will ensure continuity from the last period of reporting via the SVP.

We are currently finalising guidance for suppliers on how to report through Atamis, which we will share directly with members and suppliers once completed.

Reports

There are reports available directly on Atamis which allow you to view all social value KPIs by contracting authority. These reports only show the numeric targets for each KPI rather than the associated proxy value. You can access these reports directly through the links on p.17 of the Atamis social value guidance.

We are currently working on an updated version of the social value report to align with the Atamis reporting. This will add proxy values to the social value commitments external to the system.

Application of PPN002

All procurements under PA23 must now use the PPN002 model.

OCTOBER 2025

This transition marks an important step forward in creating a more unified, efficient and data driven procurement environment for NHS LPP and our members to track and monitor the Social Value commitments made by suppliers in applicable tenders.

Key benefits to be derived from the migration

• One system: social value was previously managed in an external system: the Social Value Portal – which was different to the rest of the procurement process. Now social value will be managed under the same roof which will streamline the procurement process

• Streamlined procurement processes: the system simplifies end-to-end procurement, reducing duplication and manual work while improving transparency and auditability

• Better data and insights: Bringing social value data into Atamis will enhance both project and social value procurement, allowing NHS LPP to build on our existing powerful reporting suite. This will make contract management and social value delivery easier to monitor and report on

• Compliance and assurance: Atamis has been configured to meet public procurement regulations and NHS governance requirements, supporting greater consistency and control.

Data migration 

We will be migrating data from the Social Value Portal into Atamis over three months (October to December 2025). You will receive regular updates and guidance throughout this process.
