Tech Devices — LINK4

This is an North of England (NOE CPC) agreement. Building on the success of the previous LINK3 agreement, NOE CPC completed a compliant re-procurement to deliver the Tech Devices – Link 4 framework. Endorsed by NHS England as an authorised route to market, this framework provides the NHS and other public sector authorities with a compliant, cost effective and easy to use framework to procure competitively priced and appropriately specified IT Hardware Products, Services and Equipment

Utilising either direct award or a further competition, Tech Devices LINK 4 provides trusts and other public sector authorities with a free to access, compliant, cost effective and easy to use framework that covers all end user device requirements including desktop PCs, laptops, tablet devices, printers, scanners and specialist healthcare-related IT hardware such as medical workstations, laptop carts and clinical displays; while keeping their IT spend within the NHS.

The benefits of the framework agreement for use by NOE CPC members and the wider NHS include:


• Capped pricing during the first year of framework agreement period
• NHS England approved NHS Standard Specifications, providing future proofing from expensive waste, ensuring participating approved organisations purchase the right model at the right cost.
• Rigorous market testing and supplier assessment, providing robust value for money options for approved organisations.
• The agreement is compliant with latest guidance and regulations for the procurement of hardware products and services.
• A substantial and diverse portfolio of products across all lots – customers have the flexibility to change suppliers and products with no minimum volume or commitment period.
• Sustainable products with demonstrable environmental benefits can be obtained throughout all available lots.
• Approved organisations can share standard specifications and/or build on these specifications by collaboratively purchasing as a consortium.
• Supplier commitment to minimum product lifecycles and notification period for planned product demise and introduction of new products.

Lot 1: Tech Devices, Peripherals and Associated Services (One Stop Shop)

• Products available include all forms of desktop computers, all forms of laptop/notebook devices, and mobile device products including smartphones, tablets and wearables.
• Associated peripherals are also within scope of this lot and include but are not limited to: monitors, keyboards, mice, headsets, webcams, HDMI/VDI cables, power cables etc.
• Financing options available will include, but not be limited to: warranty, lease, Device as a Service (DvaaS), deployment services and environmentally friendly ‘green’/sustainable specifications. Bidders should be capable of supplying any associated services relating to the delivery of this equipment including but not limited to; imaging, stockholding facilities, product demonstrations, etc.

Lot 2: Specialist Healthcare related IT Hardware

• Products available include (but are not limited to) mobile carts including PCs, medical
workstations and built-in devices, infection control products, mobile clinical assistant
devices, for use in point of care and mobile environments plus peripherals including
healthcare-customised mobile, body-worn equipment (such as Virtual Reality (VR) or Augmented Reality (AR) headsets) for medical diagnosis.

• LCD and HD monitors, large format, multi display mode monitors and displays suitable for end user applications including but not limited to PACS, endoscopy, mammography plus
peripherals where purchased with a monitor/display to include wall mounts.
• Includes options for: warranty, lease, DvaaS, deployment services, and environmentally friendly/sustainable specifications.

Lot 3: Printing & Scanning Devices

• Products available include (but are not limited to) office and medical prescription printers, label printers, 3D printers, medical grade printers, asset scanners, barcode scanners plus peripherals when purchased together.
• Peripherals include but are not limited to ink/toner, barcode printer labels, patient wristbands, replacement batteries, and asset and barcode scanning software.
• Includes options for: warranty, lease, DvaaS, deployment services, and environmentally friendly/sustainable specifications.

Lot 4: Refurbished & Remanufactured Devices

• Products available include (but are not limited to) all forms of desktop computers, all of laptop/notebook devices, and all forms of mobile device products that have been professionally refurbished or remanufactured
