Public Interest Test

As of April 2027, before accessing a framework for any contract worth £1million or more (including VAT), an in-scope Contracting Authority (NHS trusts are included) should be able to evidence that they have conducted a Public Interest Test to identify if a service would be better delivered in-house. The Test should be conducted in advance of any planned procurement, typically at the Strategic Outline Case (SOC) stage or equivalent. It is intended to be a quick exercise and is expected to take, for all but the most complex requirements, at the most two days to complete. It is also noted that in-scope Contracting Authorities are required to develop and publish a five-year in-sourcing strategy within 30 days of 1 April 2027, where the organisation has an annual contract spend of £100m (including VAT), or more.
